The author is saying that the government is best off being made by the people for the people.This is influential in the development of America because it created the bases for how the government would be ran.

"Only to the white man was nature a wilderness and only to him was the land 'infested' with 'wild' animals and 'savage' people. To us it was tame, Earth was bountiful and we were surrounded with the blessings of the Great Mystery."

Black Elk was saying that only in a white mans eyes was the land viewed in a infested type of way. To the Sioux it was a beautiful place with plenty for them to live off of. Also that they were lucky to be surrounded by all that was offered by Earth.
